TITLE:  DoD Instruction 5000.64, "Accountability and Management of DoD-Owned Equipment and Other Accountable Property", November 2, 2006

SUMMARY:  This Instruction:

• Reissues DoD Instruction 5000.64 dated August 13, 2002 to establish accountability and management policy for tangible DoD-owned equipment and other accountable property, in accordance with the authority outlined in DoD Directive 5134.01.
• Establishes policy and procedures to comply with 40 U.S.C. and 31 U.S.C. 901 et seq.; outlines requirements that reflect both the accounting perspective, which supports the documentation of life-cycle events and transactions, and the accountability perspective, which supports the life-cycle management of assets.  
• Provides policy and procedures for DoD-owned equipment and other accountable property; assists DoD property managers, accounting and financial managers, and other officials in understanding their roles and responsibilities.
• Complements the accounting and financial reporting requirements contained in DoD 7000.14-R.
