TITLE: DoD Instruction 2310.08E, "Medical Program Support for Detainee Operations", June 6, 2006
SUMMARY: This Instruction reissues the Assistant Secretary of Defense (Health Affairs) memorandum dated June 3, 2005 as a DoD Instruction. It establishes policy and assigns responsibility, consistent with DoD Directive 5100.77, DoD Directive 2310.01E, DoD Directive 5136.1, DoD Directive 3115.09, and Section 1403 of the Detainee Treatment Act of 2005 for medical program support for detainee operations. It also reaffirms the responsibility of health care personnel to protect and treat, in the context of a professional treatment relationship and established principles of medical practice, all detainees in the control of the Armed Forces during military operations. This includes enemy prisoners of war, retained personnel, civilian internees, and other detainees.
