SUMMARY: This Instruction:

Is issued under authority delegated to the Assistant Secretary of Defense (International Security Affairs) in DoD Directive 5132.3, July 9, 1963, and the authority of the Assistant Secretary of Defense (Comptroller), DoDD 5118.3, January 24, 1966.. It implements Foreign Assistance Act of 1961, as amended. and Executive Order No. 10973, November 3, 1961.
Prescribes policies and procedures for acquiring, using, accounting, and reporting for currencies and assistance-in-kind contributed by foreign governments for administrative and operating expenses of the Military Assistance Program. DoDI 2110.31, April 2, 1962 is hereby canceled.
