TITLE: DoD Directive 1400.16, "Inter-departmental Civilian Personnel Administration Support", October 30, 1970
SUMMARY: This Directives clarifies the servicing activities responsibilities concerning vacancies in the serviced agency. It prescribes the general conditions under which interdepartmental civilian personnel administration services will be provided within the Department of Defense, and provides authority for one Department or Agency of the DoD to designate officials of another Department or Agency to execute administrative and legal processes of civilian personnel administration.
