The TTCP Memorandum of Understanding (MOU) is the agreement that is the basis for TTCP collaboration. The objective of this MOU is to "establish a mechanism among the Participants that will provide for the continuation and enhancement of all TTCP efforts." The original MOU was signed by the NAMRAD Principals on October 24, 1995 in Melbourne, Australia. Amendment One to the TTCP MOU was signed on October 16, 2000 in the UK. The amendment expands the definition of Defense Purposes to include national security and civil defense. It provides for assignment of cooperative project personnel. It provides for and describes conditions for participation by contractor personnel of member nations. It provides for Third Party Participation and it provides for exchange of funds and contracting on each other's behalf. Amendment Two to the TTCP MOU was signed on October 15, 2005 in Canada. These forms are available in the "Formal Agreements" section on the Reference page, and are also included in TTCP 201. There are specific organizations in each of the TTCP nations that are involved in the various steps leading to the approval of these efforts. Please contact your national Deputy or Secretariat Member prior to beginning any such endeavor. They will assist you in setting up the proper points of contact to successfully complete these efforts.

This document is a short guide to TTCP and its objectives, organisation, management and operation. It is designed for newcomers to TTCP, who will be working with or within the organisation, and is intended to complement the more comprehensive 'TTCP 201' guidance document. While this 101 is an accurate guide, it does omit many details and TTCP 201 should always remain your definitive authority on how to work within TTCP.

The document called TTCP 201 (formerly called POPNAMRAD) sets out the policies, organization and procedures to be used in The Technical Cooperation Program (TTCP). The document is published under the authority of the TTCP Principals, and is to be used by all elements of The Technical Cooperation Program (TTCP) in the execution of the science and technology (S&T) activities and management activities conducted under TTCP. TTCP 201 is published by the Washington Secretariat under the direction of the Washington Deputies. It is issued by the Washington Deputies on the authority of the TTCP Principals.
