8:30 a.m. – 9:00 a.m.: Welcome by Lieutenant General Michael M. Dunn, 11th President of the National Defense University. Prior to assuming his duties at NDU, General Dunn was Vice Director for Strategic Plans and Policy for the Joint Staff in Washington, D.C.

9:00 a.m. - 10:00 a.m.: The Honorable James R. Locher III, author of Victory on the Potomac, and former Assistant Secretary of Defense for Special Operations and Low Intensity Conflict. Mr. Locher will discuss the events, negotiations, and maneuvering that led to the passage of the Goldwater-Nichols Department of Defense Reorganization Act of 1986. This act led to a major reorganization within DOD, centralization of operational authority through the Chairman of the Joint Chiefs as opposed to the service chiefs, and designation of the Chairman as the principal military advisor to the President, the National Security Council and the Secretary of Defense.

9:00 a.m. - 10:00 a.m.: Meg Bellinger, Associate University Librarian for Integrated Library Systems and Technical Services, Yale University, has extensive experience in the planning and implementation of digital archiving; the development of digital content management tools; and digital production services. Ms. Bellinger will discuss the future of preservation and digitization.

10:30 a.m. – 11:30 a.m.: Preservation Discussion: Dr. Peter Bartis, Veterans History Project, and Mr. Tom Clareson, OCLC. Dr. Bartis will present a program about the Veteran's History Project. This oral history project honors our nation's war veterans by collecting their stories and experiences. Dr. Bartis is a senior project manager. Tom Clareson, Manager of Outreach Services in the Digital & Preservation Resources Division at OCLC, works extensively in the field of marketing, preservation and disaster planning. Mr. Clareson will discuss the latest developments in the fields of preservation and digitization, and provide us with insightful conclusions from the morning’s discussions on preservation.

1:30 p.m. – 3:00 p.m.: Susan Berg, Vice President of the Mariners’ Museum and Library Director, will discuss the topic of "Private Museum, Public Collections: Opportunities and Challenges of Collecting, Preserving, and Protecting Our History." One aspect of Mrs. Berg’s presentation will cover the Museum’s 16-year partnership with the National Oceanic and Atmospheric Administration to preserve and protect the artifacts and archival material from the USS Monitor.

Presented by Bob Schnare, Library Director, Naval War College, Tom Clareson, Manager of Education & Planning, Digital Collection & Preservation Services Division, OCLC Online Computer Library Center, and Ken Lopez, Director of Security and Emergency Preparedness, Library of Congress. Moderated by Dr. Gail Nicula, Library Director, Joint Forces Staff College. Panelists will discuss various aspects of library disaster planning, beginning with the creation of a disaster plan, lessons learned from September 11, 2001, building and personnel security, protection of library collections and continuity of operations, and cooperative efforts among libraries and consortia.

12:40 p.m.-1:15 p.m.: Mike Causey, well-known Insight Columnist for the Federal Employees News Digest and the Senior Correspondent for Federal News Radio will offer his observations on the current state of affairs in the federal civil service. 1:15 p.m.-1:30 p.m.: Greetings from Cindy Hill, President, Special Libraries Association

1:45 p.m. - 3:00 p.m.: Dr. Dave McIntyre, Deputy Director, ANSER Institute for Homeland Security. Dr. McIntyre will discuss a computer research project that ANSER is developing on homeland security.

Followed by the Air Force Libraries Report and report from the Defense Technical Information Center.
