Преследуя взаимные гуманитарные интересы и выражая желания народов и правительств Соединённых Штатов Америки и Российской Федерации, в марте 1992 года по указанию президентов обеих стран была создана Совместная американо-российская комиссия по розыску военнопленных и пропавших без вести. Главной целью Совместной комиссии является выяснение судеб американских и бывших советских военнослужащих, которые не возвратились с прошлых битв, начиная со Второй мировой войны и вплоть до конца холодной войны. В американском посольстве в Москве был создан специальный отдел, который оказывает помощь Совместной комиссии при выполнении её задач. Сотрудники отдела ведут активную работу по сбору и анализу данных, которые могут пролить свет на обстоятельства, при которых погибли или пропали без вести американские и бывшие советские военнослужащие, а также их дальнейшие судьбы.

Taking into account the mutual humanitarian interests and aspirations of the peoples and the governments of the United States of America and the Russian Federation, the United States-Russia Joint Commission on Prisoners of War/Missing in Action was created by direction of the Presidents of the two countries in March 1992. The main goal of the Joint Commission is the clarification of the fates of those American and Russian military service personnel who did not return from battle fields of the past, beginning with World War II to the end of the Cold War. A special section providing investigative support to the Commission for the accomplishment of its main tasks was established at the American Embassy in Moscow. Members of this section actively collect and analyze information that might shed light on the circumstances of loss and subsequent fates of Americans and Soviets who are carried as missing-in-action.
