Abstract : This report presents a targeted survey of standards and other research on the safety to humans of short pulses of electromagnetic radiation. Special attention is paid to a ten nanosecond pulse allowing a comparison of the permitted power levels according to various standards and recent research. This report notes that power levels allowed by IEEE standards have, in some cases, changed by several orders of magnitude over recent years. Recent research is presented showing that the adequacy of current standards is far from a settled issue.
