Abstract : The Study analyzed USAF installation energy needs and recommended alternative energy technologies, systems, and economic models that could satisfy the need for secure and reliable energy. The Study finds that the implementation of alternative energy requires a more concerted systems approach, including a cost/benefit tradeoff analysis for each installation. It recommends development of in-house competency and more effective utilization of expertise from DoE and others in areas of alternative energy implementation, microgrids, and systems security. For the mid- to far- term, the Study recommends the USAF partner with others in the development of technologies to create liquid fuels from renewable sources, as liquid fuels are crucial for aviation operations and of central importance to the USAF. The USAF should also partner with others on the adoption of clean and efficient backup power systems. Lastly, the Study finds nuclear energy could be an important element of secure energy at bases for which long-term grid outages are unacceptable. The USAF should evaluate the emerging small nuclear power systems and make nuclear energy a part of USAF energy planning for the future.
