Abstract : RAND Europe has conducted a cost-effectiveness analysis of the Mentor portal on drug misuse prevention. The main question of this research is: To what extent can the Mentor portal contribute to the benefits and the effectiveness of drug abuse prevention? Although a pure cost-benefit analysis is not possible, taking the costs of the portal as the fixed expenditures for implementing it, this can be compared to various measures of non-monetisable benefit and some monetisable effectiveness estimations. The study starts with a review of the effectiveness of provision of information via the Internet in order to estimate the extent to which a portal can contribute to better prevention care
