Abstract : In response to the growing number of environmental laws and regulations worldwide, the U.S. Army National Guard has adopted an environmental compliance program that identifies compliance problems before they, are cited as violations by the U.S. Army Environmental Protection Agency (USEPA). Beginning in 1991, all installations were required to begin comprehensive environmental assessments on a 4-year cycle. The installations must also conduct a midcycle internal assessment. Because each installation was developing a separate assessment system, the Army mandated through Army Regulation 200-1 one unified Army-wide assessment mechanism. This compliance assessment system combines Federal, Department of Defense (DOD), and Army environmental regulations with documentation of good management practices and risk-assessment issues into a series of checklists that show legal requirements and list specific items or operations to review. Each assessment protocol lists an installation point of contact to help assessors review the checklists as effectively as possible. The ECAS-ARNG manual incorporates existing checklists from USEPA and private industry. This system was tested at several Army National Guard facilities. The manual is updated continually to address new environmental compliance laws and regulations. environmental compliance laws and regulations, Environmental Compliance Assessment System - Army National Guard (ECAS-ARNG), environmental compliance checklists.
