Abstract : The end of the Cold War provides the United States with an unprecedented opportunity to help establish the conditions for permanent peace and prosperity in Latin America. To do so, the U.S. must encourage the region's trend toward democracy and liberal economic policies based on the market and free trade. While the primary emphasis of a U.S. strategy toward Latin America should be economic, a successful policy will lead to an improvement in U.S. security as well. Now is the time for the-U.S. to seize the opportunity within the framework of the North American Free Trade Agreement (NAFTA).
