Abstract : Capabilities need true procedure values to attain their best effect. The Flex architecture, which has been implemented on several machines since 1978, supports both concepts not only in main store but also on (as well as to) backing store and across a network. Capabilities are enforced by tagging them, not by segregating them. This paper describes the architecture and illustrates some of the importance of procedure values, especially for operating systems.
