Abstract : This report provides methods and procedures for the United States Coast Guard's assessment of the economic benefits of regulatory actions promulgated under the Commercial Vessel Safety Program. To support this effort two tasks were undertaken: (1) to develop a benefit analysis methodology and procedures manual; and (2) to provide examples of the application of the procedures to Coast Guard regulatory actions. The development of a methodology and procedures for assessing the benefits of Coast Guard regulations involved the development of step-by-step procedures in a 'how to' manual format for regulations that are directed at mitigating the detrimental effects of marine casualties on: vessels, cargo, personnel, in-house and environment/property. The procedures describe, for each benefit category, what to look for in identifying benefit elements, pitfalls to be avoided, and sources for benefit inputs. In addition, formats are provided for tabulating total benefits over the life of the regulations. Two examples of the application of the procedures and formats to two current Coast Guard regulatory issues were developed. The subjects for the examples were: Procedure Example I: Proposed Tankerman Regulations; and Procedure Example II: Double Hull Retrofit for Existing Tank Barges. (Author)
