HSCB programs are organized into four capabilities, each set feeding into the next and forming a cycle.

  Understand sociocultural parameters of operational environment.
• Detect
  Detect valid sociocultural behavior signals from noise.
• Forecast
  Forecast behaviors in response to possible COAs.
• Mitigate
  Mitigate behaviors and measure effects.
